Advance your professional career within the Department of Labor & Industry. As a Workforce Development Analyst 2 you will provide a variety of outreach, promotional, and technical advisory duties on behalf of the Apprenticeship and Training Office. Present as the main provider of technical assistance to potential or existing registered non-traditional apprenticeship/pre-apprenticeship and other special project program sponsors. Primary duties include exploration and assessment of fit for apprenticeship, partnering, building program structures and ecosystems, assisting with the registration processes and preparation for program approval, proper launch and maintenance of programs, conducting provisional and compliance reviews in accordance with policy requirements, as well as continuous assistance in program capacity building.

This position is assigned to provide statewide coverage.


DESCRIPTION OF WORK

In a developmental capacity, you will have the opportunity to conduct field work independently and respond to inquiries or initiate contact with current and potential program sponsors. Utilize your professional communication skills to contact employers, employer associations, unions, community-based organizations, training providers, secondary and post-secondary education institutions, etc. to build, maintain, or enhance new or existing apprenticeship and pre-apprenticeship programs and ecosystems and conduct provisional and compliance reviews.

You will have the exciting opportunity of visiting work sites to meet with employers, labor representatives, and/or sponsor contacts to assist in drafting and submission of standards of apprenticeship to the Apprenticeship and Training Council for approval. Determine underutilization and best methods of recruitment of targeted populations including youth, minorities, women, veterans, and the disabled community and suggest potential resolutions to management and labor representatives in response to specific issues and concerns.

Provide assistance to programs to effectively launch, maintain, build capacity, and enhance programming. This includes but is not limited to effective use of the national Registered Apprenticeship Partners Information Data System (RAPIDS) and any other required tracking systems or reporting.

Utilize your public speaking abilities to provide oral presentations and conduct trainings as needed for statewide and local audiences. Travel across state and regional lines, physically and virtually, when performing assignments may be necessary. You will also serve on committees and advisory groups to advise and assist on actions affecting apprenticeship training programs, and attending meetings, seminars and conferences that address apprenticeship issues.

Work Schedule and Additional Information:
  • Full-time employment.
  • Work hours are 8:00 am to 4:00 pm, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days a week. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office at the closest PA CareerLink Office to the location of the selected candidate.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:
  • One year as a Workforce Development Analyst 1; or
  • Two years of experience in performing technical work in a workforce development program, and a bachelor’s degree; or
  • An equivalent combination of experience and training.
